
Dr David Dowling is a General Practitioner,
based in Capalaba, Redland City.
He has worked at the Capalaba Medical Centre since 1994,
and practices in all areas of general practice.

After graduating from Medicine (MBBS), University of Queensland in 1990, Dr Dowling completed his internship at the Greenslopes Repatriation Hospital. This was later followed with appointments at several State hospitals including the QE II Jubilee Hospital (Emergency Department) and Mater Children’s Hospital (Emergency Department).
He commenced General Practice training at the Capalaba Medical Centre (CMC) in 1994, and was awarded the Fellowship with the Royal Australian College of General Practitioners (FRACGP) in 1996.
Continuing to practice General Practice at the Capalaba Medical Centre for the last fifteen years, Dr Dowling joined the practice as an associate partner in 1998. He enjoys working at the Capabala Medical Centre since this clinic remains as an independent clinic, owned and operated by doctors, who work there.
Keeping up to date on new developments in medicine is important for any doctor, and Dr Dowling is registered with the Australian Medical Board, and continue to maintain professional education through the RACGP’s continuing professional development program.

On the personal side, Dr Dowling has a large family, with six children aged from fourteen to two yeard of age. In between chasing after children, he has interests in information technology and information management.

CONSULTATIONS
Consultations are usually by appointment only. Phoning early will help to ensure an appointment. However, if your condition is more urgent, please ring the surgery and you will be seen as soon as possible. If Dr Dowling is unable to see you urgently, you will be able to see another doctor at the practice. As you will understand, patients with appointments will get priority, except in emergency situations. If you foresee your problem requiring more complex care, or a longer time, please inform the reception staff so that a “long” (or double appointment) consultation can be booked.
Patients who present without an appointment, will be seen in accordance with practice protocol.
HOME VISITS
Home visits are available to patients who are current regular patients of Dr Dowling and live in the local Capalaba area. These are only offered if the patient is unable to attend the surgery because of a medical condition, and not offered due to a lack of transport. These home visits are charged at various rates, depending on the time of day and the day of the week, and will not be bulk-billed. In addition, please Dr Dowling does not carry Schedule 8 drugs, nor administer these drugs out of the surgery.
AFTER HOURS SERVICE
Dr Dowling shares in a rotating after hours roster. Emergency help for our patients is available all hours by ringing 0409 459 611. This number is also available by ringing our surgery number, 3245 9600, after hours. Our registered nurse will answer your call, and make suitable arrangements for your particular needs. When Dr Dowling is not available, our nurse will contact the doctor on call if required. If a home visit is deemed necessary, these home visits are privately billed and are not bulk billed to Medicare.
REPEAT PRESCRIPTIONS
In the interest of good health care and safety, prescriptions can only be issued with consultation with Dr Dowling. Whilst this can sometimes be inconvenient, it is essential for safe practice. A non-Medicare fee will be charged if Dr Dowling completes the request without attendance.
REFERRALS
Referral to a specialist requires a medical examination by your doctor so that a relevant and helpful letter can be written. Therefore, no referrals will be given without a consultation. This is for your safety, and for medicolegal reasons.

FEES POLICY
Due to rising practice costs, Dr Dowling has ceased universal bulkbilling. Please enquire at the time of your booking as to any cost that will be applicable to your consultation. Pensioners, including Aged and Disability pensioners, and current Health Care Card holders do receive a discounted fee. Usually children under 16 years of age, and entitled Veterans patients are bulk-billed.
All patients who require immediate attention can always be seen, either by Dr Dowling or one of the other doctors at the Capalaba Medical Centre.
Apart from Australian Veteran Card Holders, any patient presenting after 6.00pm Monday to Thursday, 5.00pm Friday and after 12.00pm Saturday and Sunday, without an appointment, will not be Bulk-Billed and fees are applicable. Please enquire upon presentation.

The fees for non-rebatable services are variable depending on the demands of the request.

PHONE CALLS & EMAILS
Dr Dowling receives many phone requests from patients who wish to speak with him. Due to the time involved in handling each call, and the disruption to patient consultations, the nature of phone enquiries must always be discussed with the receptionist first. The receptionist will then communicate with the doctor who will advise of what action is to be taken. For your safety, and for medicolegal reasons, results will not be given over the phone, unless specifically requested.

This practice has developed a policy to protect patient privacy in compliance with Australia’s privacy legislation. Although these requirements sometimes cause inconvenience to patients and staff, this policy must be observed.
This practice participates in Australian and Queensland recall and reminder systems. Dr Dowling or practice staff may discuss with you recalls concerning these reminder systems, or clinically significant results or information. At times Government bodies may also contact you, with your consent
COMPLAINTS AND SUGGESTIONS
From time to time, patients of the practice will be given the opportunity to complete a Patient Questionnaire asking for your views on specific aspects of the services provided to our patients. We encourage you to participate in this process and have your say on how you believe things could be improved. These surveys are completely confidential.
We constantly strive to give you the best possible care and attention, and take pride in the level of service provided to patients of the Capalaba Medical Centre.
If you do have suggestions for how our services could be improved, or if you are concerned about a specific aspect of your care, please feel free to speak to your doctor, or any staff member you feel comfortable with. We believe that problems are best dealt with within the practice. Indeed, we want to know if you are concerned about any aspect of our service.
